We here at Connecting Maroondah, in collaboration with Transition Towns Maroondah (TTM) have noted an increase of interest in local council matters and the upcoming elections.

Sharing information provided by prospective Councillors seeking our votes is important information. So, we’ve collated their campaign statements and responses from a TTM survey. We hope this helps you with your voting choices.

We appreciate the time that Councillors and prospective Councillors have take to respond to our questions, and the interest in appearing on our podcast. It’s been an honour to represent you since 2016 and to be the Deputy Mayor this year. I’m a born and raised Maroondah resident committed to representing our whole community. I was a secondary school teacher; I now work at a university. My husband and I are raising our 2 kids in Croydon North. My qualifications focused on Urban Geography, my thesis on transport at the local government level.

Maroondah is on an exciting sustainability and livability journey and I want to keep bringing my energy, passion and experience of developing equitable policies and innovative thinking to the decision making table. We need to keep protecting and enhancing our leafy-green environment with strategic tree planting and refusals of inappropriate developments.

We need improvements around neighbourhood hubs and to keep upgrading our playgrounds, kinders, community and sports facilities. I will keep advocating for upgrades to intersections such as Yarra Rd & Maroondah Highway and for public transport improvements (especially buses). I will ensure that Council uses our rates for good by continuing to deliver Covid-19 recovery and relief programs for rate-payers, community groups and businesses. I will keep empowering locals by listening and encouraging participation in planning, project and policy community consultations.

Some of the work I’m most proud of includes; the reduction of our carbon footprint due to innovative energy initiatives, the upgrades and vision for the Croydon Town Centre, the Tarralla Creek rejuvenation, our work on youth and family mental health with the Communities of Wellbeing, supporting volunteer organisations and upgrades to various sporting facilities.

After 12 challenging months we need committed Councillors who listen to the community and consistently advocate for the needs of all residents. I am committed to leading with passion and integrity.

Where do you find your information on Climate Change?
Ha ha, excellent question! I am a former geography teacher so I am very aware of where I and how I should be educating myself on this critical issue. Short answer; scientists and other QUALIFIED experts in the field.

What most innovative action would you like the council to make in response to local environmental issues?
I could write an essay on this question; not sure where to begin. I am always looking for ideas that are as ambitious as possible when it comes to environmental action. In addition to what we are already doing…I’d love for our whole municipality to become a carbon sink and be emissions negative – play our role in draw-down, FOGO and extensive food-waste reduction education campaigns, be able to fine developers a very substantial amount of money for illegal removal of trees, complete the Tarralla Creek re-naturalisation project and expand this to our other urban waterways. Gardens for Wildlife or similar programs, more community gardens across the municipality – with leadership from locals, not necessarily Council. I could go on…

What environmental issues in Maroondah do you regard as needing strong action now?
Climate change, replacement of canopy cover being lost to development but also due to die-back, replacement of loss of shrubs and understorey vegetation due to development, water saving initiatives on public land and incentives for new developments to implement more water sensitive urban design principals.

Do you think a council should declare a Climate Emergency? Why or why not?
Yes. Many people, ignorantly, don’t understand that with a declaration comes a very substantial action plan and a commitment to understanding that the climate emergency means that ‘business as usual’ is not going to work if we only have 8-10 years left. That said, I definitely believe that very substantial change can be achieved without a declaration.

What would you like to do regarding better community consultation from the council?
I think Council documents and consultation should be more accessible i.e. in more languages and also in ‘plain English’. Some are but most aren’t. I would also like the community to engage more with Council consultation. Consultation is something that Council already does (mostly) very well, however, many people just aren’t interested or don’t have the time to engage. Part of living in a democracy is undertaking your civic duty and engaging with government – I’m glad Transition Towns does this on a regular basis.

David WHITE

Hello there. My name is David White. I live in Croydon North. I am offering myself to be your Councillor for the Barngeong Ward. Let me tell you about myself. I have worked in the Commonwealth public service and in the mining industry. More recently I have been a home tutor for VCE students. I have a Graduate Diploma in Arts from the University of Melbourne which is excellent training for balancing issues faced by Council.

I’ve decided to run for council this year as I believe it’s time for change. I feel that we should be represented by people who live in the communities that they’re elected to represent. I live near Federation Estate with my two daughters. I went to high school at Heathmont College, my kids go to a school within the Maroondah area.

I will be an advocate for the smaller issues we have, such as emptying bins at our parks, getting the unfinished footpaths to full footpaths in our streets, and keeping residents informed about developments in our area. I support keeping our historical buildings and limiting the overdevelopment of our suburbs. I am not a member of any political party, nor am I a career politician.

Where do you find your information on Climate Change?
Usually abc news or google for things, david Attenborough, my partner is usually all over that sort of news so we talk about it.

What most innovative action would you like the council to make in response to local environmental issues?
Better recycling, including reuse of hard rubbish and reducing corporate food waste.

What environmental issues in Maroondah do you regard as needing strong action now?
Food waste and reducing landfill are probably the easiest issues to resolve so we could start there.

Do you think a council should declare a Climate Emergency? Why or why not?
Yes. People need to wake up to the seriousness.

What would you like to do regarding better community consultation from the council?
A stronger online presence from council, easier to use consultation process instead of the clunky not suitable for phones website.

Mike SYMON

I have been a resident in Maroondah for over 35 years and live in Heathmont with my wife Cheryl and our two daughters. I was elected to Council in 2016, and as the Mayor of Maroondah, I seek your support to build on our achievements over the last 4 years. By working together with State and Federal governments Maroondah has received funding for community facilities like Maroondah Nets, the HE Parker sporting pavilion and the Athletics Pavilion at Proclamation Park. As the former MP for Deakin from 2007-2013 I worked closely with Maroondah to fund Community projects like Aquanation, the Soccer and Boxing pavilion at Jubilee park and the AG Lavis Baseball pavilion in Heathmont. I will keep Ringwood and Dorset Golf as 18-hole courses, upgrading facilities at both, and increase Council’s budget for new footpaths, after more than tripling it over the last 4 years.

We need to enhance our planning controls so that inappropriate over-development is restricted, and our attractive leafy green environment is retained. I will build new sporting pavilions at Jubilee Park and Proclamation Park, upgrade the Rings Basketball centre and refurbish the Karralyka Theatre and events centre. We need better access to public transport and parking at Railway stations and I will work with the community to find the best solutions to provide more spaces. Derelict buildings are an eyesore and attract crime. I will push for Council to be given more power to order repairs or demolition at the owners expense. Council rates need to be kept as low as possible while keeping our budget sound, and I support the State Government Rate Cap. I will keep in place Maroondah’s individually tailored Covid 19 hardship policy for rates, for as long as it’s needed.

Suzanne STOJANOVIC

I know many in my community are doing it really tough. I am here to listen, and work with you to make things better where we can. I will represent your voice honestly on council. As a long-time resident in Ringwood East whose children have and are attending local public schools, I have loved volunteering in the classroom, being a member of the Kalinda Parents and Friends Association and being an enthusiastic Maroondah Magic mum. I am also a member of the amazing Eastern Regional Coop and have a strong environmental sustainability focus.

I currently work for the City of Whittlesea as a Family Violence Project Officer leading a team project and collaborating in the northern metropolitan region. I am well versed in the operation of council and have studied and attended many training sessions and council meetings in preparation for the position of councillor.

I am independent and self-funded. As a rate payer, I want, like everyone, accountability and transparency around expenditure of rates. I will consult with community on all big decisions and will always address your concerns. I understand the challenges businesses are facing right now because I grew up in a family business. I know that COVID has made doing business very hard for many. I am here to represent you too. Where do you find your information on Climate Change?
Environmental groups, friends, Scientific American, documentaries… many places.

What most innovative action would you like the council to make in response to local environmental issues?
Implement as many draw down principles as possible, but also invest in renewable energy farms as an income stream.

What environmental issues in Maroondah do you regard as needing strong action now?
Water quality in our creeks and ponds. They’re often polluted with rubbish. I’m wonder what the water quality is like and if it’s toxic.
Cooling our suburbs down by greening up everything we can.


Do you think a council should declare a Climate Emergency? Why or why not?
Yes. It sends a signal to state and federal governments. It also attaches some urgency to acting to mitigate climate change.

What would you like to do regarding better community consultation from the council?
There need to be more channels through which we communicate. We can start with a local community newsletter that can be mailed out to those without access to or knowledge of technology, but also an opt in of the newsletter to email. Any major decisions should be communicated about before the decision is made. I’d also like to see in-person consultation – this could be at various times by various means. Day time in person and evenings on Zoom or similar perhaps. We have to ensure that no one is excluded from the discussion due to ability, language, access to technology or care/ work commitments. That’s something we need to talk about. How people want to interact with their representatives and how they want to receive information.

MALONEY, David

G’day i’m David Maloney. I’m a local dad living locally with my wife, i have two adult daughters. In fact, I’ve lived in our community for 58 years. I went to school locally. I volunteer locally. My second home for the last 4 decades either playing or volunteering has been the East Ringwood football club.

I’ve seen a lot of change over the years. Our buildings are taller and freeways wider. But one thing that hasn’t changed is our strong community spirit. I believe The people of Maroondah genuinely care for each other. We come together in parks, clubs, pavilions, walking tracks, community halls, elderly citizens centers, bike paths and shopping strips. It’s these small everyday interactions which have shaped the place we call home. In these difficult days of isolation, that’s where council now has an even bigger part to play. The events of this year have inspired me to take the plunge and stand for election. Whether you live in East, South or North Ringwood i want to be a strong voice for you on Maroondah council. If elected, I’ll get straight to work.

I care about our native habitats and will ensure the Mullum creek area native program continues. I want to ensure local traders are given support, so our community shopping strips not only survive but flourish. We need to manage council finances carefully over the next few years. Families and elderly residents simply can’t afford rate increases in the current economic environment. Our sport and recreation facilities are world-class, but we need a councilled campaign to actively engage our community and get kids, in particular, active again once government restrictions are eased.

I’m Melinda Canavan. A hard-working health care worker for the last 16 years. I’m standing for Maroondah Council because I’m passionate about caring for others and my community. If you vote for me, you will get someone who listens and puts the welfare of people above all else. If it benefits the community, I’ll support it. If it doesn’t, I’ll oppose it. No matter how big of small an issue is, the best decisions are made with real feedback from real people.

Consulting the community before making decisions is what you can expect if I’m elected. I love this community and I want to see it thrive. I’ve lived in Maroondah my entire life. I grew up in Ringwood. I went to Heathmont Secondary College. I now live in Heathmont with my 3 amazing children. I cherish the fact that local sports and recreation, which has played such a big role in my life, is now being taken up by my kids. It’s an important way to bring families and communities together. A healthy community is a happy community. Our elderly have been treated as disposable lately. I want that changed! I want our elderly to maintain their dignity and receive the optimal care that they are entitled to. I would like to see more available independent living for our capable elderly. Council can take a lead role in creating an environment that promotes happy healthy living for our elderly.

I’m Sebastian Moon, a 37 yr old single resident of Ringwood since 2016. In my relatively short time coming from Vermont South I’ve seen a lot of Ringwood, and a lot that can be improved! I’ve never been a Chairman, Fundraiser, Committee President or a Board Member. What I am is a working resident of Ringwood who has had enough of council bureaucracy. Doesn’t matter if you’re a small business owner, single resident, small or large family, rate payer or renter, we all pay good money to live here, and would simply like to pick up the phone, report a problem and get it sorted!

With a background of 15+ years working in Logistics and Client (End to End) Service industries, I want to invest my time into matters that affect us all living here, and reinvent how a small town relationship can be if you only need to deal with the one person. I have no interest in being a Council bureaucrat, rather a Community agent who will provide end to end municipal service to you. Cutting red tape, fast-tracking small business applications, and fixing day today issues that matter. E.g. Pot holes and rough roads affecting our cars! My campaign slogan is “Back to Basics” and I precisely mean that, now is not the time for flashy projects, but to keep rates low and repair the damage from Covid-19! That means a return to basic values and basic rights! You deserve better, McAlpin Ward and Greater Maroondah deserve better! Let’s start fresh and get back to basics!

No rate increases. As your current Councillor I have voted to keep rate increases at zero and will continue to do so. I am seeking your support for re-election to continue the COVID 19: Relief and Recovery Project, a program designed to assist businesses and the community who are suffering financial and emotional hardship. I’m married to Kathy and we have two sons, Michael and David. I have lived in Maroondah for all my life and grew up in South Croydon. My family has a police background with my father a member of the Victorian Police Force for 28 years. I have worked for government and have successfully run my own business for the last 29 years. I have a lifetime of local knowledge to draw upon, having attended primary and secondary schools locally and been a volunteer in many community organisations, including as President of South Croydon Football Club.

I will fight to protect our public open space and ensure that the South Croydon Primary School site and Dorset Golf Course remain in community hands and are not sold to developers. I will advocate to ensure there is not an over development of Eastfield Park. New residential developments need to blend into the existing neighbourhood character. I want to see a safer crossing at the Gateway Estate and Dorset Road intersection. I will address the affordable housing shortfalls in our community. I will advocate for a more open and transparent Council and for Council governance reform. I will listen to residents without prejudice and help solve community issues, so we can have a better place for our families to live and work. A fresh voice for Maroondah. I am excited to be running for Tarralla Ward within Maroondah City Council. Tarralla Ward covers some parts of Croydon, Croydon South and Bayswater North, the traditional lands of the Wurundjeri people of the Kulin nation. As a proud local resident of Maroondah, I understand the diverse needs and voices of our vibrant community. I am running because I have a vision to represent and be an advocate for our diverse and growing community during these unprecedented times. As your councillor I will support and champion initiatives to boost economic development for our businesses and wider community. I will ensure there will be delivery of high quality and accessible services for our residents and have a vision to develop our council into a prosperous, safe, healthy and active one. I am an entrepreneur, business woman, with a legal and health background.

I am a passionate community volunteer and sports enthusiast. (2) UNLEASH Alumni – UNLEASH is a non-profit founded in 2016 with the aim of developing solutions to the United Nations Sustainable Development Goals (SDGs) and building capacity for young people from around the world. (1) The improvement, maintenance and protection of Maroondah’s canopy and unique native flora & fauna 

(2) Assisting residents to create ‘Gardens for Wildlife’ 

(3) Lowering Maroondah’s carbon emissions and moving to more renewable energy initiatives 

(4) Maroondah council declaring a Climate Emergency 

(5) The council consulting with the community about the environment on a ongoing basis that is transparent 

Do you think a council should declare a Climate Emergency? Why or why not? 
I agree that council should declare a Climate Emergency. I agree that globally and locally we are in the midst of a Climate Emergency and with so many prominent leaders (from Greta Thunberg to Al Gore) advocating for change in the way we’re looking after our planet. While ‘The Council of Capital City of Lord Mayors’, major Global corporations and community groups have now signed on to the Climate Emergency pledge, a lot of work needs to be done at a local council level on the protection of our environment. Tarralla and Maroondah for that matter are part of a rich ecosystem that needs to be protected for future generations to come. 

What would you like to do regarding better community consultation from the council?
Actively working together with the local community, community leaders and environmental organisations and having regular and interactive consultations which are diverse and inclusive, listening to changing community needs, ensuring achievable goals are set and ensuring transparency throughout the whole process. All of this done in an engaging, open and respectful environment.

Vote 1 Todd Greaney for Tarralla Ward. It would be an honour to represent you on the Maroondah City Council. I live in the ward and have lived in the Maroondah Council my entire life. If elected I will work tirelessly to protect and improve our local community. I currently work in a community safety and engagement role servicing the State of Victoria. I’m active and engaged in our local area: from volunteering as a coach for women’s self-defence classes, to local schooling and sporting groups. Knowing the people you seek to represent matters.

With your vote, I will be a strong voice on the Maroondah City Council. I’ll fight for the following issues: Development in youth, open parks and sports grounds; Upgrading the South Croydon Football Club Pavilion; Keep vacant land at the old Croydon South primary school in community hands; Reject any inappropriate developments that lead to an increase in traffic congestions; Fund the enhancement of Tarralla creek with a shared pass for bike tracks and an underground water storage system; Ensure the Dorset golf course remains an 18 hole course; Improve community services for the elderly; Oppose any further development of Eastfield Park by private developers; Responsible financial management, with no rate increases for the next financial year to help ease the burden on local families; Genuinely consult residents on planning issues.

Christy YOUSSEF

It would be an honor to serve as your Ward Councillor. I’m asking for your vote so I can deliver results for our community. I have lived in the Maroondah area all my life and I am a manager of local business. I have the energy and enthusiasm to make a positive contribution to our local council.

I’m passionate about protecting the local environment, avoiding over-development and keeping council finances in good shape. Last election councillors promised to save the former South Croydon school site for public open space, yet four years on we still have no answer whether the site will be saved for open space or sold to a developer to turn into a large housing estate. A new housing development on this site would create many problems for the area that would raise many questions. How would the developer access to work on the subdivision and when the subdivision is finished will all the local roads be opened as through roads for the new estate?

We have many big challenges facing us in Maroondah, so, in order to continue enjoying and improving the great amenities this community has to offer, we must protect our parks and gardens. Therefore, council is looking to develop Eastfield park into a professional sporting area rather than a park for the people to enjoy. My family and I love walking around the golf course, unfortunately, I have heard that the council is looking to change the courses from 18-hole to a 9-hole course. It would be my honour to serve as your councillor on the Maroondah City Council. I moved into the area as a very young, disadvantaged child in desperate need of a new beginning. The Maroondah community welcomed my family with support and opportunities to prosper. It is because of this support, I am able to study a Bachelor of Law, service victims of medical-negligence, offer pro-bono services back into our community and participate in individual and team sports.

As councillor and representative of the Tarralla Ward, I will strive to make sure each and every member of our community is awarded the same opportunity. If I am elected, I will fight for: Government funding for mental health, child, and hardship services, Job opportunities and training programs, Community engagement for our elderly, Introduction of sustainable environmental practices, Growth in our small business and local economy, Lower rates and council expenses, Improved roads, foot paths and infrastructure, Appropriate sanitation of public facilities and parks I am serious about change and will use my position in the council to voice all your concerns. My family and I have lived in South Croydon since I joined the Victoria Police Force in 1975. During that time, I have worked with South Croydon Primary, Tintern Grammar and Irabina Schools Committees. I have also worked on Belmont Park, South Croydon Scouts, Croydon Soccer Club and METEC Committees. When I left Council in 2005, there was $12M in the bank that was used to build the Croydon Pool. Since then, Council spent $54M and borrowed $25M to build the Ringwood Pool and have budgeted $28M to relocate the offices to Eastland. There is nothing for Croydon South or Bayswater North in the 2020 budget except for the maximum 2% rate and 6% garbage charge increases in this Pandemic Year. If elected, I will work with other like-minded Councillors to have a moratorium on rate increases to minimise the financial impact on families and local businesses.

I will also complete the now defunct promise to acquire the vacant South Croydon Primary School and soon to be vacant Croydon Community School Sites for community use and stop the possibility of their sell off for housing development. I want some of that $28M planned for Eastland to use it in Croydon and Bayswater North. I do not want another Civic Centre empty and decaying like Croydon. I wish to redraft the Croydon Civic Centre Masterplan to ensure that U3A Croydon and the Croydon RSL and Croydon Bowls Club and other community organisations get decent accommodation. I will see that the Cheong Park Pavilion and Tarralla Creek upgrades are completed. I will work to save the leafy environment of our city and limit overdevelopment, keep Dorset Golf Course intact, maintain Eastfield Park and not relocate the Croydon Outdoor Pool but relocate some services back to Croydon. Thank you to everyone who has shopped small and supported local business, because every dollar spent in our community goes back into our community and supports local employment. Thank you to all the local community groups and volunteers supporting those residents in need, providing essential services and care, you are the backbone of our community. From various sources, like the Climate Council of Australia, Climate Action Network Australia, and Environment Victoria. And through the policy team on Council. Maroondah is also represented on the Eastern Alliance for Greenhouse Action, which provides regular reports to Council.

What most innovative action would you like the council to make in response to local environmental issues?
I support initiatives like greening greyfields, community gardens, green street projects, food organics and garden organics waste services, and gardens for wildlife.

What environmental issues in Maroondah do you regard as needing strong action now?
We need action on climate change and supporting investment in clean energy technologies. Maroondah has recently adopted its Climate Change Risk and Adaptation Strategy and Vegetation Strategy 2020-2030, among other related strategies, which I have supported and will work to ensure they are properly implemented.

Do you think a council should declare a Climate Emergency? Why or why not?
I just think we need concrete action on climate change. It’s an established fact, I think we should persevere despite those who deny the science and not let them stand in our way.

What would you like to do regarding better community consultation from the council?
I would like to see more established and ongoing community forums, and advisory groups of representatives, like Transition Towns Maroondah, and other local environmental and conservation, and historical groups.

1. What do you believe are the top three issues for Maroondah in the next four years? What will you do as a Councillor to address these issues?
Given the impact of COVID-19 on the economy, joblessness and economic hardship is going to be the biggest issue for us. It’s going to have a significant impact on Council’s budget and our ability to fund projects and initiatives into the future. This is why I am proposing a comprehensive jobs and economic recovery strategy in Maroondah to build opportunities from education to employment, especially for younger people and those out of work. The environment and climate change are also significant issues, particularly in the eyes of younger people. They face an uncertain future, as evidenced by the horrendous bushfires over summer. The rate and size of development in Croydon is increasing. Our green canopy coverage is now less than 30 percent. The rate of vegetation loss in Maroondah will have significant ecological, climatic, and biodiversity impacts. This is why I supported Maroondah’s Climate Change Risk and Adaptation Strategy, Vegetation Strategy 2020- 2030, and Children and Families Strategy during my time on Council. It is why I am also supporting ideas like ‘greening greyfields’, community gardens, ‘green street’ projects, food organics and garden organics waste services, and gardens for wildlife, which neighbourhoods and residents can lead themselves, with the support of Council. As a parent myself, I am seeing that many young families are needing additional support right now, and as we emerge from COVID, there is going to be a real need to support the mental and physical health and wellbeing of our children and young people, who have been disconnected from education, play and recreation with friends and family. It is also having a disproportionately greater effect on those experiencing disadvantage and migrant communities. I will advocate for more local, state and federal government funding to support youth focused counselling and welfare programs, family support programs and initiatives, and resilience and mindfulness programs for those who need it.

2. Many residents in the Ruskin Park Neighbourhood believe the current rate and nature of residential development in this area, has been detrimental to the character of the neighbourhood in respect to the canopy and the objectives of the SLO4 overlay. How do you think the outcomes can be improved within your capacity as a Councillor?
a. Promote and uphold the Neighbourhood Character Review report (2019)
b. Ensure Council staff are reviewing planning applications consistent with the Ruskin Park planning objectives.
c. Amend aspects of the Municipal Planning Scheme to better support existing neighbourhood character and well-being.
d. Encourage and support resident groups to achieve landscape outcomes that fulfill neighbourhood objectives.
e. Introduce a new notification system to alert neighbours when a permit is being applied for to remove a canopy tree.

I support all of the measures listed above, and add that Victoria adopt similar legislation to NSW and Queensland that prohibits property developers from donating to local government campaigns or candidates, and similar to a Bill introduced into the NSW Parliament this year, I would advocate to the Victorian Government to implement bans on property developers and real estate agents from serving as local government councillors.

3. The Reformed Residential Zones (State Planning Scheme) were enacted in 2014. How do you believe these zones are working in Maroondah? o Working well o Other (Please describe)….. Understanding that the 2014 scheme was reviewed and reformed in 2017 and 2018 by the state government, the scheme works to a degree and gives Council and residents some latitude; however, VCAT does not always share the views of Council and ultimately it has the final judgement. The outcomes of the recent Maroondah Neighbourhood Character Study Review can help inform VCAT decisions into the future, but I suspect through continued advocacy to state government, Council can make the case for improvements to residential zoning.

4. Would you support an enforceable Maroondah Residents’ Charter (or Bill of Rights), which includes the following items (Y/N is fine):
a. Improved protections for residents against inappropriate development?
b. Local planning laws that require a detailed assessment of the cumulative impact of development on neighbourhood character and streetscapes prior to any approval?
c. Council being the final Responsible Authority/decision maker for all residential development in Maroondah?
d. Better protections for canopy trees and open space in private spaces?
e. Mandatory notification of and communication with all residents in the area of proposed new developments (not just immediate neighbours)?

Yes, in theory I support this proposal; however, legally I don’t know how it would stand up against state government legislation and the jurisdiction of VCAT in these matters. But I think Council can at least make some accommodation for local residents and ratepayers in its polices and guidelines that gives priority to protections for residents against inappropriate development, detailed assessment of the cumulative impact of development on neighbourhood character and streetscapes prior to any approval, protections for canopy trees and open space in private spaces, and mandatory notification of and communication with all residents in the area of proposed new developments.

5. What do you believe are the top 4 infrastructure needs of Maroondah residents? As a member of the Eastern Transport Coalition, I would nominate public transport connectivity and serviceability, which includes improvements to service routes, timetabling, disability access, commuter parking, and passenger safety. As a member of Bicycle Network Victoria, I would also include the creation and implementation of a neighbourhood bike plan; bicycle parking; cycling links not just through reserves and parks, but also connecting to retail and commercial areas, to schools, playgrounds and kindergartens; and more dedicated bike lanes along major thoroughfares, including trials of pop-up bike lanes. Given the state’s growing population, Maroondah’s schools are going to be squeezed for space very soon. We will need to identify and reserve sites for new schools in the coming decade. At the moment, all available green space and play space at schools are being taken up by relocatable classrooms, leaving only passive play areas for students to socialise and move around. We will need to consider how we can link our local parks, gardens and reserves as available recess and lunchtime breakout areas, and how old industrial sites might be converted to school sites in the future. And, it’s an old and ongoing issue, but residents always bring up the issue of safer roads, intersections, pedestrian crossings, and traffic signalling.

6. Do you believe improvements in heritage protections are required in Maroondah? If so, what are these improvements and how would you make them happen?
A heritage review study has recently been undertaken, and I know that there are controls and protections in place. In my experience, protections are working to the degree that they need to be. I think after the experience of the Corkman Pub demolition in Carlton, there is extra vigilance and sensitivity to heritage protections. And, according to my understanding, state legislation sufficiently protects cultural, indigenous and native vegetation through heritage protections.

7. Ruskin Park residents are noticing the erosion of canopy, vegetation and open space, not only in our neighbourhood but also in adjoining areas that are in the Yarra Ranges Shire. Do you see a role for Maroondah Council to liaise with Yarra Ranges Council to achieve better overall landscaping outcomes?
Yes, this can be a dialogue conducted through direct, interpersonal channels as well as through more formal channels like the Eastern Region Group of Councils.

8. With the ongoing challenge of Council planning decisions being contested and declining outcomes for revegetation and canopy in the private realm, do you have any other suggestions for improving outcomes.
Increasing penalties for non-compliance might be a start, but I think we need to also take a restorative justice approach. It’s possible an extensive public education campaign could help, and even improved surveillance or inspections of certain properties identified as having significant vegetation (especially native vegetation) coverage requiring protection.

Dear Resident, As you cast your vote, I am your most experienced candidate, experience counts, OAM (Order of Australia Medal), Justice of the Peace, Paul Harris fellow. Council is a multimilliondollar business do no waste your vote on an amateur. I know where and how to get results for you. I am not a member of any political party. Ratepayers are doing it tough and finding it difficult to make ends meet, yet Maroondah’s 9 councillors voted 6 to 3 to increase the rate by the maximum allowed by the state government. Many households and businesses will find this difficult to pay, council needs to reassess the rate burden on the community, and look at ways to reduce the burden for the immediate future. Maroondah has an annual budget of 163 million dollars. It is important that councillors have a comprehensive understanding of council economics to ensure comprehensive business practices are applied to your dollar.

Our environment is important. I support canopy and habitat corridor tree protection. We must protect, maintain and enhance our natural and beautiful environment. To do this we need sound planning provisions and councillors with the strength and experience to enforce them. We must continue to have community consultation meetings, to ensure that the residents concerns are heard and acted upon. It is important to continue to pressure the Federal and State Governments to provide adequate funding for maintenance, and improvement of existing and future services, especially for our seniors, children, and youth.

We need councillors that care more about the community rather than visions of grandeur. We need councillors who listen to all the community, not just the groups with the loudest voices. CPI is at zero or minus, council has sacked approximately 480 workers, many council services have been cancelled or are inaccessible yet our rates went up by the maximum amount, another 2%, mine have gone up by 30% in 5 years with no improvements. Other councils are giving refunds, others are not increasing. In the current climate and over the next 4 years it will be hard, really hard. We need councillors that are willing to scrutinise the budget and trim the fat. No more $20m spent on new council offices, + another $23m in this years budget to fit out ($43m to date) the biggest single budget item, no more regional facilities that are available in every other council, no more money wasting, it’s not an endless resource. We need to start putting back into our own community.

Mental health will become more of an issue, more people have had their income slashed, home schooling has had a stressful
effect on students & parents, isolation & social distancing has been hard on all of us, even my own business is closed until December, we need people who really understand the situation, who know the struggles of making every dollar count. We need Councillors that understand these are unusual times and we need to change services & the way they are delivered. At the moment only 8.9% of the budget is spent on community, this needs to double or even triple over the next few years.

I would need more information from council as to where it currently sits. I know most sports fields have water tanks but very few have solar. Are cars electric, LPG?, what sort of heating/cooling do they use, is passive heating part of council design? where does our green waste & recycling really end up? do they have targets?, what are they? are they attainable? I know when I was last on council they were more bitumen than green, not sure where they are now

Invite groups & individuals in on discussions of topics e.g. the new council offices at Eastland, no one was consulted on this, is it really good for Maroondah? beside the land swap there is another $23m in this years budget for what? finish build & fitout? what are they fitting it out with

    The State Government in 2000 had a vision for 2030, this included a lot of high rise & infill within the city of Maroondah, they gave us an unachievable amount of residences we needed to provide for. Phil Turner & I sat on this committee (eastern included Boroondara, Stonington, Monash, Whitehorse, Manningham, Knox, Yarra Ranges & Maroondah). We had a constant battle every meeting as we were adamant that the quantities they wanted were not obtainable. I am sure the State Government would still be trying for these over developments; it is up to us to make sure that planning applications comply with Maroondah’s vision & not that of State.

  • $500k that would normally be used on a ground renovation used to install heating & cooling in all council halls. Why is it that some sporting clubs have heating, cooling, bars, grandstands, new facilities yet other groups (with members in their 90’s) don’t have adequate heating or any airconditioning? They have 2nd hand chairs to use. These halls are hired to multiple groups so the
    benefit would be to many.
    I am aware that a tennis club in Wicklow ward has had a leaking roof for some years now, council are aware but have done nothing instead the nearby football oval has had ½ Million spent on it. How much damage has been done to this building because council has ignored the pleas to fix it? They can’t even put their pennant flags up on the wall because of the water that runs down it

    6. Do you believe improvements in heritage protections are required in Maroondah? If so, what are
    these improvements and how would you make them happen?

    You would be aware of Blood Brothers in Ringwood that has Heritage Protection yet there is word that the building is to be demolished.

    Why go through the process of heritage protection if it is to be ignored? I strongly feel that if something has a cultural or heritage protection then that should be respected. So yes, I do think heritage protections need improvements & safe guarding. Other than a tree (or Train) falling on the building it should be retained & even maintained. Ruskin Park residents are noticing the erosion of canopy, vegetation and open space, not only in our neighbourhood but also in adjoining areas that are in the Yarra Ranges Shire. Do you see a role for Maroondah Council to liaise with Yarra Ranges Council to achieve better overall landscaping outcomes? Absolutely, we already work with Yarra Ranges for Emergency Management, Waste
    Management, Libraries, Business support & I’m sure many other things, as the gateway to their tourist attractions I think it best if we consult & liaise.

    With the ongoing challenge of Council planning decisions being contested and declining outcomes for revegetation and canopy in the private realm, do you have any other suggestions for improving outcomes. just keep battling on, make sure the planning scheme is strong & keeps up with changes so that we have a protection when we need it. Make sure Developers know that if it doesn’t comply with the scheme it wont pass, no point trying in the first place.

I am a civil engineer living in Croydon. I am standing for council to be your voice in Wicklow Ward and to use my knowledge for the benefits of my community in a way to build Maroondah to be a better place to live, work, and play. I will ensure council provides essential services such as more footpaths, improved sporting facilities, quality public spaces, and support for community groups. I am determined to ensure that your voice matters within Maroondah Council. I care about the local community because I live, and I am raising my family in the ward of Wombolano. More than ever we need representation on council that will listen to the community and ensure that the council during this difficult period, provides the essential services and support that we all expect. During this Covid Pandemic I support a freeze on rates and fee increases as well as continued support to the many people that have been financially impacted.

As a former President of the Ringwood Highland Games I recognise the value of community events and the many hard-working volunteers who put in so much time and effort to make these events happen. Local community groups and events are so important in uniting and uplifting our community. Council needs to provide our local community and sporting clubs with the tools and assistance to not only survive during covid but to also prosper moving forward. I will advocate for council to maintain and improve the vital local community services, including aged and disability services.

I will protect Maroondah’s leafy green suburbs by advocating for sensible town planning, so we do not have inappropriate structures within our community. As a small business owner, I understand the significant impact Covid has had on local businesses. I support the need for council to provide more in relation to rate and fee concessions, waivers and relief to the many businesses that have been affected. A comprehensive risk assessment of the potential impacts on the Maroondah councils operations, environment, community and economy arising from impending further changes to the climate, enabling council to identify and prioritise, find practical solutions and act upon it.

What environmental issues in Maroondah do you regard as needing strong action now?
We need to make where possible a transition to viable renewable energy sources. Council needs to do its part in reducing Greenhouse emissions. To think Global you need to act locally.

Do you think a council should declare a Climate Emergency? Why or why not?
The overall information points towards this, the data is compelling and I will always rely on the expertise of environmental scientists.

What would you like to do regarding better community consultation from the council?
I would look at holding information forums for residents so there is an active dialog between council and the community.

I am a proud resident of Maroondah and the Wombolano ward where I live with my husband and four children. We were drawn to living in this beautiful part of the world because of the lovely greenery, easy access to public transport and great shops, and most importantly, the wonderful community. This unprecedented period of time has brought our local environment and wellbeing into sharp relief, and I believe that council has a critical role to play in ensuring that everyone in Maroondah has a chance to feel supported and uplifted.

Protecting and enhancing the green spaces that we all enjoy is important for our wellbeing, as is providing the many services that enrich our community, from the elderly, working families, and the vulnerable. As a 39 year-long resident of Wonga ward, a parent and a teacher, I understand this community inside and out. I believe in fairness and equity and will always put our community first. Over the years, I have been involved in our community both as a volunteer and in my years as a local secondary Maths teacher. I have always been a strong advocate for young people, women, and anyone in our community needing support. I am running for council because I know that we need a local with a real understanding of the community to guide us through our most challenging year yet.

Post-COVID, our council needs to shift its focus to better support residents and small businesses. As a councillor, I will prioritise the provision of quality services and fight for secure employment that is accessible to all. We need a council that is ready to do things differently, is responsive to, and consults with the community to put the needs of ratepayers first.

I am passionate about protecting the environment we live in. We need responsible development of community infrastructure and to ensure that new developments are appropriate to the area, of a high quality and meet high sustainability benchmarks. Local government can directly improve the lives of residents. It is a place for positive, long-term change but this requires community voices to be heard. If elected, I will listen, be accountable and work hard towards achieving the best results for our community. I am here for all of you. A new ward; we need new energy, new ideas and a new level of commitment, care and compassion for our community and environment.

Where do you find your information on Climate Change?
A range of sources: newspaper, shared articles from environment groups on Facebook such as Eastern Action for the Environment, email updates from ACF, shared information on Twitter.

What most innovative action would you like the council to make in response to local environmental issues?
Some public electric car charging stations would help drive the change to those. At present I don’t believe there are any in Maroondah..
I would like council to work with a group like Ironbark to assess where the biggest gain in emissions reduction can be achieved in our community. eg. it may be assistance with solar panels for renters

What environmental issues in Maroondah do you regard as needing strong action now?
Protection of habitat, vegetation and biodiversity. There are too many developments occurring that clear the block, wiping out
everything that existed before. Even if replanting occurs, biodiversithy is lost. Maroondah is moving to a Sustainable development design framework, but at this stage only for developments of 3 or more dwellings on a block (down from 10).


Do you think a council should declare a Climate Emergency? Why or why not?
I think they should because it sends a message to the community that they are taking the crisis seriously. This gives a context for the council’s climate action plan.

What would you like to do regarding better community consultation from the council?
Council needs to run regular community forums to discuss issues, such as climate action, development, community involvement and wellbeing, and so on. These and other opportunities for community consultation need to be well publicised so that as many people as possible are aware of their opportunity to be involved. You can currently sign up to council email newsletters, but I don’t think many are aware this is available. There is not much point if the wider community doesn’t know about it.

Peter FEENEY

I have lived and worked in Maroondah for 45 years. A widower with a daughter and granddaughter, both of whom live in Maroondah, I am retired after a successful career in Information Technology and Logistics. I am actively involved in the community working in organisations that include Communities of Wellbeing, Yarrunga Community Centre and National Seniors Australia. Over the years I have served on numerous government committees and on the committees of the Ringwood and Croydon Chambers of Commerce, Maroondah HomeBiz, National Council of National Seniors Australia, the board of Life Activities Clubs Victoria and the Maroondah Photographic Society. In 2013 I was recognised as Maroondah Citizen of the Year for my service to a wide range of community groups.

2020 has been a year of unprecedented environmental, health, and economic disasters from which Australia and the rest of the world will take years to recover. Amid these disasters, we have learnt that what we need most is a local community that we can rely upon. Now more than ever we need our local community, our local shops, our local tradespeople and our local jobs; and we need a Council that helps this to happen. What we need are Councillors who are not politicians but real people who care about their community, are compassionate enough to look after everyone in this crisis and connect us not divide us along party lines. I understand business, technology and community.

No. I think it is a gesture which is meaningless at the Local Government level.

What would you like to do regarding better community consultation from the council?
More transparency in Council planning. You cannot meaningfully consult on a subject where you don’t have all the information. Then I would like to see more open forums where people can provide input on detailed issues not just answer vague high-level questions.

Nora LAMONT

Maroondah is a truly wonderful place to live. As we move through the pandemic and the economic fallout it’s more important than ever to have steady leadership and experience to navigate through the next four years. It has been my pleasure and privilege to have been a Councillor and twice Mayor for the past 12 years representing you at Maroondah City Council. I will continue to be a voice for fiscal restraint. This year I fought for a zero rate increase and voted against a rate increase! I will continue to be a voice for lower rates, because I know how tough things are for families right now. I will continue my advocacy for community groups, sporting clubs and work to ensure we continue the redevelopments of our community facilities and provide access for all regardless of ability.

I am a strong advocate for our tree canopy and open spaces, and I will fight to maintain our leafy green neighbourhoods and continue to fight against inappropriate development. Our local businesses will need support during and after the pandemic. I will use my experience to continue to work on behalf of businesses in Maroondah to ensure their growth, cut red tape that hinders them, and focus on our ability to attract and retain new business.

I am your current Ward Councillor and twice Mayor. I’m a family man, with family values and former Police Sergeant having been stationed locally, before establishing my consultancy and training business. I’m married to a policewoman, together, we understand community safety. I have a history of community involvement having previously served on local business committees, two school councils, including Croydon Hills Primary School, and I’m currently on a local Bendigo Community Bank board.

I initiated the 9-instalment option for the paying of rates and I will continue to ensure that with the current Covid-19 issues, residents are given every assistance for the paying of rates, without financial penalty. I advocated more strongly than others to ensure Aquanation received state and federal funding and got built, resulting in the magnificent facility that provides a return to ratepayers. Those advocacy skills ensured that at the last federal election, as Mayor, I was able to secure over $140m in funding for Maroondah. The results of that sees the soon to be constructed multi-deck commuter car park at Croydon Station, the redevelopment of Dorset Road between Maroondah Highway & Hull Road and a significant number of sporting & community facility upgrades. I will continue advocating for the Croydon level crossing removal.

Our children have asked for more places to ride their bikes. I will ensure the jumps at Yarrunga remain, are enhanced, and safe but away from residents. I have a record of refusing inappropriate development and I will ensure that Yarrunga remains, predominantly, a single house on a single block, green, leafy community that it is today. Vote 1 for Andrew Schafer for Yarrunga Ward. I’m an owner operator of a plumbing business that employs 10 local workers. Myself, partner and our 5 kids are blessed to call Maroondah home. To represent your community, it’s important to be active in it. I play vets football for North Ringwood FC; Coached junior football for 9 years; Member of Aquanation and MVC; and sponsor numerous local sporting clubs and charities. I’ll bring my business skills to council to ensure ratepayers get real value. With our economy in recession, local families are doing it tough. My first priority is to freeze 2021 rate increases and offer 12-month deferral of rate payments for proven hardship.

Sport brings our community together. I’ll inject funding into junior sports, create first class sporting facilities, and upgrade rooms to be female friendly, which will also assist to improve female participation in local sports. With your vote, I’ll prioritise the repair and installation of new footpaths. I’ll open up council land to create more parklands, with trails, for community and recreational use. I’ll work with the community and town planners to ensure minimal congestion to our suburbs. Opening up new housing opportunities for people to move into our wonderful municipality must be done in a responsible way.

We must preserve the wonderful flora and tree-canopied character of our suburbs. We must jump-start our local economy. Jobs give people purpose, especially our youth. I’ll work to facilitate part-time youth employment by introducing a council registry for local job hunters to match local employers. Let’s not just buy local, let’s employ local. I’ve got the skills, passion and work ethic to be your representative for Yarrunga Ward.
